Stockholm- Lowell E. Kelsey, 79, passed away Saturday morning January 8, 2011 at his home. Following Lowell's wishes, there will be no public calling hours or services; Arrangements are entrusted to the Hammill Funeral Home in Winthrop.
Lowell was born on December 17, 1931 in Hammond to the late Earl A. and Myrtle (Robinson) Kelsey. He was raised and educated locally, graduating from Hammond Central School. On July 27, 1953 he married the former Janice Tower at the Hammond Presbyterian Church.
He is survived by his wife of 57 years, Janice, two sons; Wayne Kelsey of Winston-Salem, NC, and Michael and Kelly Kelsey of Poughkeepsie, four grandchildren; Sean, Lauren, Samuel, and Ryan, and his sister; Gail Kelsey. Also surviving Lowell is a niece, Sherry, and a nephew, Kevin. Lowell was predeceased by his son Scott Kelsey, who passed away on October 16, 1983.
Lowell spent his life helping others. In 1961 he became a NY State Trooper; his favorite assignment was when he was a Fire Arms Instructor, he also enjoyed working security for the 1980 Winter Olympics in Lake Placid. He retired from Troop B on December 31, 1986. In 1989 Lowell became Town Councilman, and in 1999 he was elected Town Supervisor for the Town of Stockholm. Lowell was instrumental in organizing the St. Lawrence County Board of Supervisors. He was re-elected in 2003 and 2007, a position in which he respectfully resigned from December 31, 2010.
Lowell had a passion for airplanes. He had an IFR Flight Instructor license and took much pleasure in flying. At one time he owned his own Cessna 172. He enjoyed building model airplanes, as well as flying them at his own "Kelsey's Airdrome". He was an avid golfer, photographer and appreciated good music, especially AC/DC. He was a loyal fan, traveling to see them in concert, last seeing them in 2009 with his son and grandson.
He was a member of the PBA Former Troopers and the Alliance for Municipal Power.
